Is it true kids in China get away with public defecation?

Is it true little children in China can do this and no one does anything? Someone told me they saw a picture of a little Chinese boy wearing special pajamas with a back flap doing this in National Geographic.Is it true kids in China get away with public defecation?

even in the modern cities the children still go on the street or flower beds.
