Can anyone explain this contradiction to me? Was Bush lying about the joke he told to the driver at Barksdale or is he lying about the fact that he first believed that it could be Al Qaeda in Offutt? As for the joke, I don't see it as a slip up. Al Qaeda had been a big topic even during Clinton's presidency. They had already carried out some attacks against US embassies overseas, and were considered quite dangerous due to the history and charisma of their leader and founder, Osama Bin Laden.
So as for Tenet's comments, I still don't see a problem.
Watching the coverage on 9/11/01, MY first thoughts were "Al Qaeda did this" even BEFORE there was any confirmation or the initial message from Al Qaeda claiming responsibility. Even the reporters were saying Al Qaeda was an obvious suspect. So yeah, I would expect Tenet's comments to the president to basically be "I think Al Qaeda did this but I don't have anything definitive yet."
