The reasons why gangs are now popular in those countries is due to the fact that in the U.S. being in a gang is somewhat considered "cool".

Most of the gang members were deported from the U.S. and because, those countries had not ever experienced gangs before they are ill equiped to handle that situation.

Anyone determined to be a member of a foreign gang should be immediately deported, don't bother with jail. Get the Chinese, Russian and Hispanic gangs out of the USA! This could NEVER have happened 50 years ago; our then governments would not have allowed it. Close the gates now!
